The purpose of the Improving Teacher Quality (ITQ) grant program, authorized by Title II, Part A of the No Child Left Behind Act of 2001, is to support the academic achievement of students by ensuring that all students are taught by qualified teachers, principals, and paraprofessionals.
ITQ achieves this goal by providing grant funds to support sustained and
intensive quality professional development to teachers, highly qualified
paraprofessionals, and principals in high-need schools and districts. ITQ
grants support programs that provide content-rich professional development
for teachers, principals, and highly qualified paraprofessionals in the
Common Core State Standards (mathematics and language arts) and core
academic areas (arts, civics and government, economics, foreign language,
geography, history, reading, and science), or in the use of data and
technology to help teachers improve their instruction.
Eligible partnerships for this competitive grant must include these three
(1) A Maryland public or independent four-year institution of higher
education (IHE) and its school of arts and sciences;
(2) A Maryland public or independent two- or four-year institution of
higher education (IHE) and its pision of a higher education institution
that prepares teachers and principals; and
(3) At least one Maryland high-need local education agency (LEA), as
defined by federal law.
