The Maryland Community College Construction Grant Program (CCCGP) assists counties in improving the facilities and infrastructure of locally operated public community colleges. The grant was established to assist in the acquisition of property and in the design, construction, renovation, and equipping of public and regional community college buildings, site improvements, and facilities. In addition, the grant provides funds for the systematic renovation of buildings, the improvement of existing infrastructure, and the installation of modern telecommunications infrastructure.
The grant, a $60 million – $80 million capital bond program, is administered by the Maryland Higher Education Commission (MHEC), the Maryland Department of Budget and Management (DBM), and the Maryland Department of General Services (DGS). MHEC, the lead agency for the grant, manages the program in accordance with the Annotated Code of Maryland, Education Article, Division III, Higher Education, Title 11 Maryland Higher Education Commission, Section 11-105 General Powers and Duties.
To assist Maryland public community colleges in the planning, design, and construction of buildings, site improvements, and facilities under the CCCGP, the Maryland Community College Facilities Manual was developed. Changes in the Code of Maryland Regulations (COMAR) and other procedural requirements prompted an update to the Manual. The updates were coordinated in 2017 by MHEC through collaboration with the Maryland Department of Budget and Management, Maryland Department of General Services, the Maryland Department of Planning, and the Facilities Planners Council of the Maryland Association of Community Colleges. The Manual outlines the development of the Facilities Master Plan and the Five-Year Capital Improvements Program (CIP), which includes the Annual Capital Budget Request Submission. As a dynamic document, it is subject to updates and adjustments as warranted.
