Term: 4 years from July 1, 2018

Keegan Tozaki was appointed to the Commission in 2022.  He began his fire service career with the Ellicott City Volunteer Fire Department in 2007, and was hired in 2009 as a career member. He has supported his Department in many roles such as Emergency Management Technician during the 2015 Baltimore City Civil Unrest, a company officer during both of the Ellicott City Floods, a data analyst, a recruiter, a Public Information Officer, and a Training Officer.  He is currently assigned to the Bureau of Education & Training as the Captain of Professional Development for Howard County Department of Fire and Rescue Services.  Keegan is currently an MICRB certified Instructor and Instructor Trainer. Academically, he holds an M.S in Emergency Health Services Education from UMBC with a graduate certificate in Instructional Systems Design, and a B.S. in Fire Science Administration.
