The Maryland Higher Education Commission (MHEC) is pleased to present the 2026–2030 Maryland State Plan for Higher Education - Maryland's Moment: Lighting the Way Forward.
Developed through extensive collaboration with higher education leaders, students and graduates, workforce and business partners, employers, government agencies, and community organizations, the State Plan establishes Maryland's shared vision for postsecondary education over the next four years.
The Plan recognizes that postsecondary education, including apprenticeships, workforce credentials, certificates, associate degrees, bachelor's degrees, and graduate education, is essential to Maryland's economic competitiveness, civic vitality, and long-term prosperity. It provides a roadmap for strengthening educational opportunity, advancing economic and social mobility, and positioning Maryland as a national leader in innovation and research.
