Central Michigan University (CMU) has submitted a proposal in accordance with Code of Maryland
Regulations 13B.02.01.08I, ‘Further requests by institution’ that has received extended operational
approval. CMU would like to offer a new area of concentration in Ingratiated Homeland Security in
the previously approved Master of Science in Administration (MSA), and the graduate certificate in
Integrated Homeland Security, at the previously approved site at Joint Base Andrews. CMU has a
certificate of approval to operate in Maryland through August 31, 2022.
Program descriptions for the proposed program:
Master of Science in Administration (M.S.A.) – concentration in Integrated Homeland
Security: This degree covers all aspects of crisis management with a solid foundation in
administrative practices, strategic planning and human behavior, plus concentration courses dedicated
to national and global homeland security in the public and private sectors. Students learn to manage
response to disasters when they occur, whether natural, man-made or technological, as emergency
managers who may serve as coordinators, relief suppliers and responders. The program is 36 hours.
Post-Baccalaureate Certificate in Integrated Homeland Security: This one-year certificate
program enables students to add to their credentials in homeland security and emergency
management, preparing them for effective emergency response leadership that paves the way for
protection, prevention, preparedness, mitigation, response and recovery in disaster situations. The
courses in this certificate program will transfer into the full Master of Science in Administration
degree with a concentration in integrated homeland security.
